The public works director for Adams County quit this week after a CALL7 investigation questioned millions of dollars in no-bid contracts he had approved for a company owned by a friend.

Lee Asay retired effective June 30 and the county will pay him for 90 days afterward as is required by his contract, if the county does not renew the contract, according to county administrator Jim Robinson.

Asay's retirement letter, dated June 6, said he is leaving the county after 39 years to accept an opportunity with a local business, which is not specified in the letter.

Asay was put on administrative leave in May after a CALL7 investigation questioned $12 million in contracts to Quality Paving and Resurfacing of Henderson for road work. County records show that there were also $4 million in contracts Asay approved to Quality where the company was not the lowest bidder.

Quality Paving, and a company owned by the business partner of Quality Paving's president, did work at Asay's home. Robinson put Asay on administrative leave to determine whether he paid for the work.

In September, Asay also attended the Las Vegas wedding of the son of Quality Paving's president, Robinson confirmed.

"Until we asked questions, you weren't aware that you'd given $12 million in sole-source contracts to Quality Paving?" CALL7 Investigator John Ferrugia asked Robinson in May.

"That's correct," he answered.

There is also a criminal investigation of the matter being conducted by Adams County authorities, officials said. That probe is ongoing, according to the Adams County District Attorney's office.

Asay did not return a call left at his home and did not answer his cell phone Thursday.
